Keynote: Shared Collections: New Models for Accessing Materials

Historically, interlibrary loan services and collection management have existed largely as independent enterprises. While their relationship is recognized, libraries are just beginning to see these functions as fully integral and seamless. Library consortia, union catalogs, and efforts to build shared collections suggest that the profession is finally moving in a direction that has major implications for both ILL and collection development activities. After decades of planning with little implementation, cooperative collection development and deliberate resource sharing may be the new reality for most libraries as we face the fiscal realities of the present and future.

Ms. Carver received her MLS from the University of North Carolina in 1976 and her MPA from the University of Virginia in 1984. She has 28 years of experience in academic libraries, including the University of Oregon where she has been a faculty member since 1990 and the University Librarian since 2000. Her areas of expertise include collection management, public service, administration, and development. Within the state, she has compiled a distinguished record of service, including OLA President, OLA representative to ALA Council, Chair of the Vision 2010 Committee, and a member of the Senate Interim Legislation Committee on Libraries. In 1999, she received OLAs Librarian of the Year Award. She currently serves on the Orbis Cascade Alliance Executive Committee and is a regional representative to the OCLC Members Council. Nationally, she has served on many ALA committees, and is currently a member of the SPARC Advisory Committee. She has written and presented in the areas of human resources, staff development, and consortial activities.

Nancy Nathanson is Systems Manager for the Orbis Cascade Alliance and has played a key role in creating Orbis and now Summit, an INN-Reach union
catalog for 27 libraries in Oregon and Washington. Nathanson also oversees the Alliance courier service and is currently in the midst of adding another four libraries to Summit.

B. OCLC to the Rescue: Searching, Custom Holdings, Direct Profile

When I was a real ILL librarian my boss said to me, "You're more expensive than anything in the library except the card catalog." She told me to make ILL faster, cheaper and take less staff time. I tried, but there weren't a lot of tools available. Times have changed. Patrons and reference librarians can search, custom holdings can pick the best lenders, and direct profiles can send the request.

A. Electronic Document Delivery Products: Web Delivery Overview and Product Demonstration

B. New Ways of Working: Collaboration among Resource Sharing, Reference and Collection Development

Requests are up, budgets and staffing are down, and technology is changing! At Oregon State University, this has led staff in the Reference Services and Resource Sharing units to work together in innovative ways. This session will describe the successes and challenges of establishing this collaboration. Panelists will discuss issues related to reference services, collection development and resource sharing. This will be followed by an opportunity for the audience to ask questions of the panelists and brainstorm ideas for opening these lines of communication in their libraries.

Anne Christie is a science librarian at Oregon State University where she is responsible for providing reference service, library instruction and collection development for several areas of biology, as well as general reference at the central reference desk. Anne has enjoyed her involvement in several collaborative projects while working at OSU, including a serials collection reorganization, setting up a commercial document delivery service, and a paging and delivery trial.

Lisa Conatser has been the Interlibrary Loan/DD Supervisor at Oregon State University since 2001. She is currently responsible for supervising interlibrary loan and document delivery and consortia, branch, and distance services related to sharing resources. She has over 5 years experience supervising ILL operations and over 15 years experience in libraries.

Laurel Kristick is a science librarian and the Electronic Resources Librarian at Oregon State University where she is responsible for reference, instruction and collection development in several areas in the physical sciences and engineering and also for coordinating the library's electronic resources. She has been an active member of the Orbis Committee on Electronic Resources (now the Orbis Cascades Electronic Resources Committee) for over 5 years and served 3 years on the Oregon Statewide Database Licensing Committee.

C. Direct Delivery: Presentation and Workshop on Distance Education and Remote User Library Services

Cyril Oberlander, Portland State University

Interested in learning about workflow alternatives to resource sharing for remote users? This program presents examples of resource sharing workflows for distance education and remote user with an aim to discuss effective regional practices. Topics covered include: commercial document delivery services, direct lending, commercial shipping systems, purchasing on demand, cost/benefit and budgetary supports for distance education library services, and more.

Because part of this program is a workshop, attendees are encouraged to share workflows and brainstorm regional solutions to support the needs of D.E. and remote users with a process that is cost, workflow and ILL management system friendly.

Cyril Oberlander is the head of Interlibrary Loan at Portland State
University. His research and publication interests include: library service
and workflow design, library statistics, information visualization and
applying mobile technology to library environments.

  • Electronic Document Delivery and the Interlibrary Loan Workflow

    What are some methods for ensuring that you don't violate your database contracts when sending articles to other libraries via interlibrary loan? How do licenses and copyright law interact? What are some of the ways licenses approach interlibrary loan? What's the best way to get the most out of your contracts and keep your ILL workflow efficient?

    Janet Brennan Croft is Head of Access Services at the University of Oklahoma, Norman, Oklahoma and author of Legal Solutions in Electronic Reserves and the Electronic Delivery of Interlibrary Loan, to be published in October, 2004 by Haworth Press.

  • docMD: Document Mediated Delivery, presented by Eric Schnell, Head, Information Technology, John A. Prior Health Sciences Library, The Ohio State University

    While academic libraries have embraced Electronic Document Delivery, hospital libraries have faced significant barriers. The docMD project has been an investigation of the use of a centralized document mediation center-where documents are received, converted to pdf, and delivered using the Web-as a method for overcoming these barriers. Eric will provide an overview of the project and discuss preliminary outcomes.

  • Electronic Document Delivery Horizons: New Technology for Scanning and Mobile Workstations, presented by Cyril Oberlander, Head of Interlibrary Loan, Portland State University

    Wireless technology promises to streamline Electronic Document Delivery workflow. Cyril discusses the design and implementation of a mobile workstation that makes scanning in the stacks and other processing possible. In addition, Cyril discusses other mobile technologies and systems to enhance electronic delivery services, including use of OCR, Consumer Scanners, and more.

B. Streamlining ILL Work Flow in Public and Small Libraries

OpenURL is a powerful tool that allows patrons and staff to quickly
create requests that are easy to process, check holdings, and link to
desired resources. Because of its convenience, OpenURL significantly
increases demand for Interlibrary Loan which can strain InterLibrary
Loan budgets and staff resources. This session discusses what you need
to know about setting up OpenURL as well as financial and policy
implications.

Want to network with colleagues? Have questions about workflow or
processes? Want to know what other libraries are doing? Come share your
experiences and bring your questions to this open forum discussion of
Resource Sharing.

Troy Christenson is Manager of the Interlibrary Loan Department at the Eastern Washington University Library. He has worked in libraries for over twenty years. Currently he is the chair of SAILIG (the Spokane Area Interlibrary Loan Interest Group), on the planning committee for the Northwest Interlibrary Loan and Resource Sharing Conference, Coordinator of Communications for the Washington Library Association (an elected Executive Board member), and a member of ALA and RUSA. He is past chair of the Interlibrary Loan Interest Group of WLA.

Lisa Conatser has been the Interlibrary Loan/DD Supervisor at Oregon State
University since 2001. She is currently responsible for supervising
interlibrary loan and document delivery and consortia, branch, and distance
services related to sharing resources. She has over 5 years experience
supervising ILL operations and over 15 years experience in libraries.

Kay Vyhnanek is Head, Interlibrary Loans and Extended Campus Library Services at Washington State University, Pullman, Washington. She is active at the state, regional and national level in interlibrary loan and resource sharing activities. She served on the task force that developed a new section of the ALA Reference and User Services Association that is devoted to all facets of resource sharing. She helped to develop the Pacific Northwest library Association's Leadership Institute to be held in late October 2004, that is unlike most leadership institutes in that it is open to degreed and non-degreed library professionals.

She began her library career as a student assistant in the Everett Community College Library in 1968. She has a Bachelors degree in Business Administration and received her Masters in Librarianship in 1977, both from the University of Washington. Her position responsibilities have included Interlibrary Loan or document delivery activities for most of the past 30 years, including the most recent 23 years at WSU.

2. Summit Pick-up Anywhere

This presentation focuses on resource sharing efforts at the Orbis Cascade Alliance. Topics include new developments with Summit (summit.orbiscascade.org), courier service (www.orbiscascade.org/courier), Center for Research Libraries, and efforts to develop a shared center for high-density storage.

John F. Helmer is Executive Director of the Orbis Cascade Alliance. Helmer's background is in systems and cataloging and he brings experience developed through long association with the International Coalition of Library Consortia.

This presentation will help you harness that energy by providing tips and resources for hiring and training, and understanding the who, when, why and how of training basics. This session includes an interactive sharing time with class participants.

Leslie Twitchell is a reference librarian and student supervisor at the David O. McKay Library at Brigham Young University-Idaho in Rexburg. She has a BA in art from BYU-Provo, and a second BA in education from Idaho State University. She is certified as a media specialist and art teacher for the state of Idaho. She worked in both high school and elementary school media centers, a public library, and now an academic library. She and her husband, Kevin, are the parents of four and grandparents of two. Laurie S. Francis is a reference librarian and student supervisor at the David O. McKay Library at Brigham Young University-Idaho. She received her BS in History from Idaho State University and her MLS from Emporia State University in Kansas. She has an extensive background in customer service, with experience in hiring, training and supervising adults and teens. B. On Demand Purchasing via ILL

Panel

How libraries acquire materials continues to evolve. These decisions are impacted by such things as subscription prices, changes in technologies, and patron expectations. The trend is for more transactions to be completed electronically, both in accessing materials, making payments, and in patron delivery. Panelists from Academic and Public libraries, as well as a vendor (Alibris) will discuss ways in which different types of libraries handle electronic transfers of materials and funds, with a specific focus on interlibrary
loan and resource sharing departments. The goal is to provide those in
charge of ILL and Resource Sharing ideas, options, and methodologies for
efficient electronic “on demand” purchasing and delivery. In addition,
we hope to generate ideas on how vendors and libraries can create
technology solutions that improve our delivery of materials to patrons.

Some of the specific issues that will be covered include:

• When is it less expensive and faster to purchase books through Amazon
or used bookstores online.
• Subscriptions to document suppliers like Infotrieve, Alibris or Jstor
• Who pays the bills and how - Acquisition or Interlibrary Loan?
• Who has authorization to access the accounts?
• Just in time versus just in case.
• Is this collection development?
• Skill requirements to provide service.

Diane Carroll, Oregon Health & Science University, Head of Collection Development

Diane Carroll is currently Associate Professor and Head of Collection Development for the Oregon Health & Science University Library. She is serving on the Steering Team of the ORBIS Cascade Alliance Electronic Resources Committee. Diane coordinates Collection Development activities, maintains a comprehensive serials decision database, licenses electronic journals and supervises the Electronic Serials Librarian. Dudley Emmert, Alibris, Director, Business Partnerships

Dudley works with Alibris' Library Services group to identify, develop, and apply technology in ways that benefit library customers. Before joining Alibris, Dudley was a Manager of Product Development and Implementation at netLibrary. Previous to that, Dudley was on the staff at the University of Colorado at Boulder Libraries, where he worked in the ILL-Borrowing and Central Reference departments. Before CU, Dudley staffed the ILL-Lending and Document Delivery office at Colorado School of Mines. Dudley has also worked as a consultant for the Colorado Consortium for Database Networking and the libraries at the National Center for Atmospheric Research. Rosa Housman, Fort Vancouver Regional Library, Reference Librarian & Interlibrary Loan Coordinator

Rosa Housman has been a Reference Librarian and Interlibrary Loan Coordinator at Fort Vancouver Regional Library in Vancouver, Washington for 14 years. For the past 5 years, her duties have also included book selection or the Collection Development department. Prior to joining FVRL, she worked in both academic and medical libraries in a variety of areas, including archives, acquisitions, serials, and circulation. C. Problem Solving with MARC

Margi Mann, OCLC Western Service Center

Knowing MARC improves one's ability to effectively choose appropriate bibliographic records and can provide leads to other bibliographic options. In this session, OCLC's Margi Mann will build upon her popular MARC presentation from last year's NWILL conference. Mann will cover the basics of MARC and its relevance to resource sharing but will focus on using MARC records as a tool for problem solving. Attendees of this interactive
session are encouraged bring examples of problem requests to share with the group. Mann will explore MARC related insights and potential solutions to these problems.

Margi Mann has been with OCLC Western for three, five, or seven years (depending on how you count it), both as a library support representative and as a trainer. As such, she has done extensive training in the resource sharing arena on Interlibrary Loan, holdings, serials and library standards.

Before she came to WLN, she worked for 7 years at the National Library of Medicine (NLM), where she did customer and user support for Interlibrary Loan, Serials and PC desktop applications. Margi's work at the NLM also included writing several system manuals and technical reports. She is a member of the North American Serials Interest Group (NASIG) and the American Library Association (ALA). She received her MLS from the State University of New York at Buffalo and an MA in Linguistics from the University of Victoria. Her personal interests are wide-ranging and include history, problems in human communication, Maine Coon cats, and the vagaries of
home ownership.
